LYTCHETT MATRAVERS PARISH COUNCIL

Full Council, Wednesday 24th July at 7.00 p.m. in the Blanchard Room, Village Hall.

PRESENT were Cllr A Bush (Chair), Cllr R Ong, Cllr K Korenevsky, Cllr V Abbott, Cllr H Khanna, Cllr K Morgan, Cllr M Rigby and Mrs J Wigg, Parish Clerk.

Also present: Dorset Councillors A Brenton, A Starr

PUBLIC PARTICIPATION SESSION (Standing orders suspended)

Cllr Morgan thanked Beverly for a comprehensive report.

Cllr Bush said he’d received several queries as to why the bouncy castle was free and the balloons charged. Beverly explained that the committee paid for the Bouncy castle to attend. The balloon company paid a licence fee to attend but needed to charge in order to make money.

Suggested dates for next year – 28th June or 6th July for the 2025 festival.

Phillipa, a local Beaver leader attended the public session to let the Parish Council know about issues in the Rec last Friday. Parents held a party in the village hall, whilst they were setting up some of the children went off to play in the Rec and were threatened by a youth with a knife near to a den behind the skate park. The den is obscured by long grass and branches and Phillipa asked if this area could be opened up to make it more visible and offered her help in rewilding this area. Police did attend but no further action was taken and parents are now concerned it is not safe for children to play in the Rec. Cllr Bush promised that the Councillors would discuss the matter in more depth and come back with a solution.

Cllr Brenton suggested contacting the police to ask them to attend PC meetings. The Clerk said an email has been sent but she has not received a reply. Cllr Brenton said she would get in touch.

DORSET COUNCILLORS’ REPORT

The report was noted.

Cllr Brenton said the Purbeck local plan has been agreed, Councillors are concerned about the amount of housing has been allocated. Cllr Morgan said the only way to have any influence on this is to have an up-to-date Neighbourhood Plan.

Cllr Brenton requested that PC’s/groups make use of the bus. It is available for groups to use between 9.30pm – 3pm. Cllr Brenton has asked for more details which she will forward to the PC.

3. TO RECEIVE AND RESOLVE TO APPROVE MINUTES OF THE FULL COUNCIL MEETING HELD ON 26th June 2024.

It was RESOLVED to APPROVE the minutes of this meeting as

true records of it. The minutes were duly signed the Council Chair.

4. TO RECEIVE AND CONSIDER REPORTS OF PAST SUBJECT MATTERS ON THE MINUTES OF THE FULL COUNCIL MEETING.

Continued failure of Aster Housing to maintain their children’s play area between Lockyer’s Way and The Spinney, or the pathways around it and the pathway connecting Abbotts Court and Wareham Rd. The condition of the play park is still an issue and this is being monitored.

Cllr Abbott will update Councilors following her meeting with the Neighbourhood Officer on the 25th July.

Parish Clerk to instruct the preferred contractor for the repairs to the Churchyard / cemetery wall. Ongoing. The contractors are delayed due to the weather and will now be starting in Spring

Contractor is aiming to carry out the work mid August ‘24.

Clerk and Cllr Ong to meet with Church to discuss cemetery arrangements. Complete. The next step is to meet with Reverend Partridge

Clerk is arranging meeting with Cllr Ong and Church.

Minute 30, Full Council 28.2.24 Clerk to ask policing team to attend Parish Council meeting. Complete with a range of dates given

Clerk to chase up whether they are coming to a Parish Council meeting.

Clerk emailed 15.7.24. No reply. Will chase.

Minute 18, Full Council 26.6.24 Lytchett Minster & Upton Town Council meeting on the 23rd July.

Clerk to confirm that school head Andrew Mead has been invited to attend the meeting

Cllr Ong and Cllr Morgan both attended a provided a report.

The report was noted and Cllr Bush asked what are the next steps. Cllr Brenton confirmed that data needs gathering from speedwatch groups and traffic surveys to present to Highways.

It was thought that this information has already been collected and is held by Cllr Huggins. Once the data is collected Cllr Starr will present to the Overview Committee for consideration.

Cllr Bush asked that the quarterly meetings with Highways are reinstated.

5. CHAIR’S ANNOUNCEMENTS.

  • Cllr Bush attended Bournemouth Crown Court yesterday with regards to the fallen tree in the churchyard –the owner would not take responsibility for his tree so the case was taken to court. The Court found in LMPC’s favour.
  • Dorset Council’s The Big Conversation – Cllr Bush asked Councillors to attend if possible.
  • Three big houses in Jenny’s Lane had an open day. It was bought to Cllr Bush’s attention that CIL had not been paid to the PC for these new builds. Cllr Bush has chased it up with DC who confirmed it was overlooked and will be paid in October.

6. TO RECEIVE AND NOTE THE CONTENT OF THE MINUTES OF THE FINANCE & GENERAL PURPOSES COMMITTEE MEETING ON 10th JULY 2024 (FOR PURPOSES OF REPORT ONLY)

The minutes were noted.

7. TO CONSIDER PLANNING APPLICATION P/VOC/2024/03870. Huntick Farm Caravan Park Access To Huntick Farm Lytchett Matravers BH16 6BB Use land to extend existing caravan/tent camping site (with removal of conditions 2,3 & 7 of planning permission 6/84/0743 to remove restriction to 30 caravans, remove restriction to building on site and remove restriction for the stationing of caravans/tents between 1 Nov and 15 March each year)

It was RESOLVED that the Parish Council has no objection to this planning application.

8. TO RECEIVE A REPORT FROM THE HIGHWAYS WORKING GROUP (Appendix 2)

The report was noted.

· School crossing, meeting next week has been postponed until September.

Action: Clerk to contact Stephen Mepham and ask why they didn’t finish painting the lines.

· Tesco’s is progressing and Councillors have another meeting on the 5th August.

9. TO RECEIVE A REPORT FROM THE NEIGHBOURHOOD PLAN 2 WORKING GROUP (Appendix 3)

The report was noted.

10. TO RECEIVE A REPORT FROM THE LYTCHETT MATRAVERS YOUTH HALL WORKING GROUP (YHWG) (Appendix 4).

The report was noted.

Cllr Ong reported that the daytime café is not going as well as hoped. However, new bookings are increasing.

11. TO RECEIVE A REPORT FROM THE D-DAY EVENT. (Appendix 5)

No report received.

12. TO RECEIVE A REPORT ON THE MIDSUMMER VILLAGE FESTIVAL 2024 AND 2025 (Appendix 6)

The report was noted.

13. CONSIDER APPROVAL FOR THE PRELIMINARY BUDGETING FOR A MIDSUMMER FESTIVAL 2025.

It was RESOLVED to APPROVE the date of the 28th June with a provisional budget of £4000

14. TO ACCEPT A QUOTE OF £145.00 FOR CLEARANCE OF ASBESTOS AND OTHER ITEMS AT THE YOUTH HALL (Appendix 7).

It was RESOLVED to APPROVE the quote and instruct the contractor to go ahead.

15. TO AGREE TO THE PURCHASE OF DLULTEP HEAVY FURNITURE MOVER LIFTER (Appendix 8).

It was RESOLVED to APPROVE the purchase of the furniture mover lifter.

16. TO RETROSPECTIVELY APPROVE A QUOTE OF £707.16 FROM SUTCLIFFE PLAY TO CARRY OUT FURTHER REPAIRS TO THE ZIP LINE (Appendix 9).

It was RESOLVED to retrospectively APPROVE the quote and instruct the contractor.

17. TO CONSIDER DORSET COUNCILS REQUEST FOR TOWN & PARISH COUNCILS TO GET INVOLVED IN THEIR POLICY OF INCREASING NATURE RECOVERY BY APPLYING TO THE WOODLAND TRUST FOR HEDGING/TREES AT NO COST TO THE PC. (Appendix 10).

Cllr Morgan asked for this item to be considered at a future meeting to give Councillors chance to think about what areas/projects may be suitable.

Cllr Korenevsky suggested considering the area out the front of McDonald place, although this may be the Housing Association’s responsibility. Cllr Bush said he would investigate.

It was RESOLVED to APPROVE all the payments (Appendix 11 and 12).

DAPTC are holding online new councillor events

ACTION: Clerk to forward details to Councillors.

22. TO NOTE CORRESPONDENCE RECEIVED.

· With regards to the concern bought up in the Public Session it was agreed that the PC would open up the area of the den immediately and then liaise with the local community on the best way to deal with the long grass ie. Rewilding, flower meadow etc.

· Cllr Ong asked that the fingerpost agenda item is not forgotten. Cllr Brenton said each fingerpost costs around £1400 each. Cllr Morgan will contact Roger Bond and query.

· Cllr Morgan noted that the Village Hall update had been missed from the agenda although a report was provided. The Clerk apologised for the error and the report was noted.

· Cllr Morgan queried if Mrs Vincents concerns about the cemetery had been addressed. The Clerk confirmed that she has written to the family concerned.
